A normal country would conduct a maritime police action to interdict a suspected trafficking boat with an armed force. Instead, this is extrajudicial execution of apparently random people without opportunity to surrender or on the basis of concrete intelligence or evidence. Nearly each of these actions seem like likely war crimes on their faces. Worse, the appearance of the cavalier nature of employment of violence haphazardly and without following traditionally-agreed upon norms and processes of laws of the sea and military rules of engagement look monstrous.
