I think this is a bit too cynical and defeatist. Yes, a manager's goal should not be to be liked. But no, subordinates do not always need to feel frustrated or negatively about their boss. In fact, great leaders are often inspiring and have developed an ability to give high quality, high frequency feedback in a way that energizes the people under them, instead of making them feel badly.
