I think that's the wrong way to phrase it. No government should have the right to monitor and spy on every single thing their citizens do. It is a vast overreach of the powers that we have afforded the governments of the planet. It really does not matter what justification they've come up with for doing it. Spying on your own citizens is immoral and wrong and should not be done.
