“you have to address the root cause: delivery workers are being made to go too fast by their bosses” This is half nonsense. Yes, there is pressure for efficiency. But there will always be pressure for efficiency. Complaining about it—particularly as an regulator—isn’t a real solution, it’s passing the buck. The solution is to split the fine between the employee and employer. Have both double with each cumulative violation. And yes, at a certain point, it becomes a criminal matter because it involves someone willfully putting New Yorkers at risk to earn their paycheque.

Bike registration can solve this. Keep it a civil matter, but violations mean losing your ride.

Its because, although sometimes a delivery cyclist might be annoying, the reality is that there are almost zero KSI due to cyclist in any country worldwide. The rules designed for SUV dont actually make sense for human-scale transport.
