Local democracy doesn't get to define its own business model, so of course it's broken. This article is full of Georgist talking points and complaints about the structure of municipal funding, but provides no solutions aside from the land value tax the author's organization was founded to promote. Such a tax is unconstitutional in many American states, and implementing it as presented in this article would require simultaneously reorganizing the entire Federal municipal grant system. A well-meaning but forlorn-hope effort.
