How can this Amazon scammer keep going, not shipping any goods?

This seller has not shipped anything for months and has lots of negative reviews that are all ”fixed” by Amazon with the comment: ”Message from Amazon: The fulfilment issues associated with this order were not due to the seller” Does the seller earn money from this? Does Amazon? Is that why they are allowed to continue?

Amazon can be utterly useless sometimes. There are booksellers on AmazonIN who list every single book under the sun, with long lead times, and who never use Amazon for delivery. They will use fake IndiaPost tracking ids (but wrong ZIP codes) to show that the book has been dispatched. You wait like an idiot for four weeks and then complain to CS who then refund your money. The legitimate seller feedback is overshadowed by repeated fake ones from the same 5-6 names. I have been caught in this trap a few times. And no amount of complaining to CS helps.

Completely normal. There is a German fake online shop for heating-oil[1]. It's online for many month now (at least 8 month per domain lookup), they already scammed hundreds (if not thousands) of people, they were reported to authorities countless times. Nothing happens, authorities just don't do anything. This fake shop is allowed to continue to scam people (orders are often >1000€!). But if you dare to insult Chancellor Merz on twitter, you get fined at most 2 days later. [1]: The scam shop is https://fastenergy24.com (the real shop is: https://www.fastenergy.de/ ). People are searching for "fastenergy" on google and they mistakenly land and buy on "fastenergy24.com" instead of "fastenergy.de"). I tried to report the scam site on google, but the whole process is so frustrating that I gave up.

Many, many years ago (maybe last century? if not then first couple of years of this one) I ordered Negativland's CD album "Dispepsi" from Amazon which at the time was pretty new. Amazon swore they had a single remaining copy. For a couple of weeks they gave me the run around insisting there are warehouse problems or dispatch issues until finally they said OK, yeah, we've lost it, we do not have your CD of Dispepsi by Negativland, we refund your money. Fine, so, I go to Amazon's web site, sure enough now that they've cancelled my purchase they have one in stock. Order that, same loop. They're not good at the details. I imagine this worked out OK for Bezos "Don't sweat the small stuff" right?
