This is an abuse of power. There are no criminal charges and they are designated as terrorists instead of sanctioned with the normal OFAC route. I don't know if it's even legally possible to call someone a terrorist when the allegation is helping other groups. If they believe A/I broke the law they should contact the Italian government and do a joint investigation with the FBI that will lead to actual terrorism charges in court. Doing it this way just proves they have no ground to stand on.
